The government promotes investments of 236 million for irrigation works in the province of Almería

The sub-delegate of the Government highlights “the Government’s commitment to the province, which has a total of 14 actions planned in 3 phases”.

The sub-delegate of the Government in Almeria, José María Martín, has presented the latest actions contemplated by the Spanish Government to promote irrigation in Almeria with a total investment of 236.2 million euros. Martín stressed that “there are 14 projects scheduled to be developed over the next three years with public-private investment, which will be of enormous benefit to the agricultural sector in Almería, reaching 20,000 irrigation users”.

Martín explained that “these actions are very important for our province because they are investments to promote sustainable, efficient and modern irrigation, which is a fundamental pillar of the agri-food system, but also to guarantee the future of the rural environment.

The sub-delegate highlighted “the commitment of the Spanish Government to the agricultural sector in Almeria, as it is the province that is going to benefit most from this plan”. In this sense, Martín stated that “our objective is to bring greater profitability and productivity to food production, and we are doing so with this plan to boost irrigation, which also involves significant social benefits, as the production, processing and marketing processes generate three times more jobs than those of rain-fed crops, thereby favouring the fixation of the population in rural areas and territorial balance”.

The sub-delegate also emphasised that “at a time of drought like the one we are going through, the commitment to modernisation promoted by the Spanish Government through the Ministry of Agriculture also includes an improvement in water efficiency”. As he explained, “this means that these works will mean an average of at least a 10% saving in the volume of water currently used and that there will be better use with precision systems and the incorporation of new technologies”. In addition, Martín stated that “in a province where water is so valuable, many of these projects will involve the use of non-conventional water, such as treated and desalinated water”.

The MAPA has entrusted Seiasa with the execution of a total of 14 projects in Almeria, with a total investment of 236.2 euros, which are being developed in three phases. These 14 projects correspond to the different phases of the Plan:

7 projects correspond to Phase I of the plan and their actions total 62,057,466.02 euros.
4 projects are referred to Phase II and the actions amount to 101,095,500 euros.
3 projects are included in Phase III of the plan with a planned investment of 73,084,000 euros.
Following the signing on 30 November last between the Ministry of Agriculture, Fisheries and Food and the Sociedad Mercantil Estatal de Infraestructuras Agrarias (Seiasa) of 3 collaboration agreements, a public-private investment of 745.4 million euros will be mobilised in 11 autonomous communities, of which 102.85 million euros correspond to projects in Almeria.

Phases I, II and III

Phase I, which in Almeria comprises a total of 7 actions, contains the following projects:

1.- General regulation reservoir project in the water users’ community of the Comarca de Níjar in Paraje del Jabonero. The Ministry of Agriculture has already put out to tender the irrigation modernisation works for this project for €5.8m. This new infrastructure will benefit 2,500 irrigators in the Nijar area.

2.- Irrigation water treatment project for the Balsa del Sapo pond of the Sol y Arena irrigation community.

3.- Water distribution project with photovoltaic pumping in Palomares for the Junta Central de usuarios de aguas del Valle del Almanzora. Communities of irrigators of Bajo Almanzora, Vera, SAT nº2.503 of Antas and SAT Agrolujo.

4.- Self-consumption project to improve energy use in irrigation for the agricultural company SAT Los Guiraos in Cuevas del Almanzora.

5.- Project for tertiary treatment at the water regeneration facility in Huércal Overa.

6.- Project for the improvement of energy efficiency through the adaptation of equipment and incorporation of renewable energies for the installation of regeneration and improvement of the quality of water in the Community of irrigators of Cuevas del Almanzora.

7.- Project for a photovoltaic solar plant for pumping water to the Ballabona reservoir, which is currently under construction.


The projects that form part of Phase II are:

1.-Project for a regulating reservoir in the upper Almanzora for Aguas del Almanzora, S.A.

2.- Irrigation network project in the lower Almanzora for SAT el grupo de Antas and SAT Climasol de Vera.

3.- Complementary project for the modernisation of irrigation systems of the Sierra de Gádor User Community in the municipality of El Ejido.

Optimisation of the use of water resources from desalinated water and improvement of energy efficiency by means of photovoltaic solar pumping and energy storage system for Aguas del Almanzora S.A..


Phase III of the PRTE irrigation modernisation plan includes 4 projects to be executed in Andalusia, 3 of which correspond to the province of Almeria, with a total investment of 73.08 million euros in the following projects:

In Almeria these projects are:

1.- Complementary works project for the use of reclaimed water from the El Ejido wastewater treatment plant.

2.- Project to modernise the Tierras de Almería irrigation area.

3.- Improvement of the regulation and storage capacity of desalinated water in the Community of water users of the Comarca de Níjar.
