
The Citizen Attention Service (SAC) of the Territorial Delegation of Employment, Enterprise and Self-Employment in Almeria has attended 7,145 requests for actions by citizens during the year 2022, including 4,314 records of documentation submitted by citizens in their relationship with the administrations, the management for obtaining 1,657 digital certificates, the delivery of 184 certificates of professionalism to people who have completed training actions and nearly 500 personalised information services to users.
The territorial delegate for Employment, Enterprise and Self-Employment, Amós García Hueso, stressed that the SAC «is a fundamental service for connecting citizens with the Andalusian administration, which facilitates their procedures and formalities and allows progress towards a new, more modern, innovative and people-centred digital administration model, where simplification, agility and efficiency are the keys».
The SAC is part of the network of new Registry Assistance Offices (OAMR), which aim to achieve the full application and implementation of electronic administration in the Regional Government of Andalusia, with special attention to the preservation of the rights and guarantees of citizens. It is a transversal service that supports and serves the different departments of the Territorial Delegation of Employment, Enterprise and Self-Employment and acts as a one-stop shop for information and guidance to citizens on procedures related to the Regional Ministry of Employment, Enterprise and Self-Employment, facilitating users’ relations with the Regional Administration.

The SAC offers general and specialised information, as well as interactive information points, management of forms, revision and registration of documents, processing of telematic procedures and documentation, certified copies and an office where identification and electronic signature tools are obtained for individuals.
As an important new feature, from March 2022, individuals can carry out all procedures related to the Electronic Register of Powers of Attorney in the SAC, which allows interested parties to authorise individuals or legal entities to act on their behalf in relations with public administrations, this procedure being free of charge.
The presentation of documents for registration, after their digitalisation for their incorporation into the digital file, has generated 4,314 actions in the SAC in Almeria, in addition to 15 services to large presenters, which are entities that register a high volume of documents.
During the past year, 1,657 citizens have been able to obtain a digital certificate through the SAC. Likewise, 77 registrations were processed in the Social Security’s electronic certification system, Cl@ve. In cases where the user lacks the necessary electronic means to use the digital signature, authorised SAC officials can, with their express consent, identify them in an administrative procedure.
This service has also provided 184 people who have completed training actions leading to certificates of professionalism with the corresponding official certificate issued by the Regional Ministry of Employment.
The SAC has also provided personalised attention to inform and guide nearly 500 citizens about their dealings with the regional administration, as well as answering 281 queries from the Regional Government of Andalusia’s Call Centre.
The Citizen Attention Service carries out notifications when the interested party or their representative spontaneously appears in the office and requests the communication or personal notification at that moment. This service generated 75 actions in 2022.
The SAC is also responsible for issuing licences for mining activities and electrical installations, acting as the OAMR of the Regional Ministry of Industrial Policy and Energy at the provincial level. In the past year, 57 companies and low voltage electrical installers have been authorised or their specialities have been modified through the SAC.
The civil servants of this service are authorised to carry out electronic transactions (identification and digital signature) on behalf of users in the area of competence of the Territorial Delegation, for example in processing applications related to the industrial sector, such as FOSE (to take part in exams to obtain the installer’s licence), HAPR (to apply for the installer’s licence and responsible declarations of companies) and PUES (for the legalisation of industrial installations).
The SAC processes appointments for conciliation papers presented in person to go to the Mediation, Arbitration and Conciliation Centre (CMAC) for labour disputes. It also coordinates complaints submitted by citizens electronically or through the available Book of Suggestions and Complaints. It also processes requests for public information submitted through the PID@ Platform and those sent to the Territorial Delegation’s e-mail address, requesting information from the corresponding units and forwarding the response to the interested party.
