Free FP for the unemployed through training programs

The Delegate for Employment, Business and Self-Employment, Amós García Hueso, has reported on the opening of the call for applications for a new subsidy programme for entities that provide Vocational Training for Employment (FPE) actions, aimed primarily at the unemployed and free of charge with a budget of 1,418,000 euros in the province of Almería, which will allow participating students to access FPE actions called training programmes, from a list with more than 800 specialities.

As Amós García recalled, this call for applications is in addition to the one published in January, which was also aimed at private training entities and had another 2,060,000 euros in the provincial budget, in this case to carry out training actions leading to professional certificates.

Amós García has highlighted “the importance of Vocational Training for Employment both to improve the job opportunities of unemployed people and employed workers, and to increase the competitiveness of companies with qualified personnel according to their needs” and has stated that the specialties programmed in these calls “are aimed at responding to this demand from the productive fabric for trained and updated personnel in the main productive sectors and emerging activities in the province”.

The call for these grants establishes a competitive procedure and an application period until next Monday, October 21, as stated in the BOJA of October 11 ( https://lajunta.es/546l8   ).

These grants may be requested by private training entities that have facilities in the autonomous community of Andalusia, duly registered in the Registry of Vocational Training Centres and Entities for Employment in Andalusia, and in the State Registry of Training Entities, according to their modality, for each of the training specialties requested. The applicant entities must guarantee that they have adequate human resources and the necessary material means to carry out the activity for which the grant is requested.

This year, the Department of Employment, Business and Self-Employment has introduced new features in the calls for applications addressed to private entities that remain in force in this new call for training programmes, such as an improvement in the payment to the beneficiary entities so that they have to assume less financing costs. If previously 50% of the training action was paid as an advance, now 70% will be paid in advance and 30% at the end of the training action.

In this call, the training plan has been established, as well as the identification of priority specialties and the maximum percentage of the budget that is assigned to the different groups of Professional Families. Likewise, 70% of the budget is established for groups of Professional Families whose specialties have been determined as priorities. The justification of the subsidy will be carried out through modules and will be processed before the competent body, in accordance with the provisions of the call. The beneficiary entities will program Non-Work Professional Practices (PPNL), linked to the training actions and related to their training content, for the training specialties that are provided for in the Annex of said call.

Beneficiaries

The training activities will be aimed primarily at unemployed people registered with the Andalusian Employment Service, but employed workers may also participate in a maximum percentage of 30% for each training activity, provided that there are no registrations of unemployed people who have been admitted.

They must be initiated within a maximum period of two months from the publication of the resolution granting the subsidy, and will also be developed within a maximum period of twelve months.

The grant will cover direct and indirect costs, such as the remuneration of training staff and tutor-trainers; the amortisation costs of teaching equipment and technological platforms, as well as their rental or financial leasing; the costs of teaching aids, as well as the costs of consumable goods used in carrying out the training activities.
